I would like to download finished case data in excel format.

Is there any way to do this?

The results of Process/Task searches can be downloaded in a CSV format file. If you save the search criteria, you can also quickly list and download the saved searches.

Is it Possible to Download the Issue Data?

Not only can you download case data, but also attachments by using the Workflow API, which requires some knowledge of HTTP communication (and programming), but if you want to automate data retrieval, please consider it.
